This method may be helpfull for you. I saw many sites getting PR4 and even PR6 within 2-3 months of start this is because of links from Dofollow blogs. Install this software - You will need to enter email id to receive free activation key.
After acitvation just enter the keyword in the keyword text box and get the list of blog url with there PR and there status. If it shows dofollow then you can go to that url and post your comment just enter your name, site url ( URL of site for which you want to increase your PR ) and then your comment.
If it shows nofollow for any blog then dont add comment to those blogs as it will be useless for you to waste your time as Google SE bot want follow your site from that page.
